How do I compress an audio file toward a Discord or email limit?

Very long audio can remain above the cap even at 64 kbps; the receipt marks that as MISSED and suggests a lower sample rate, mono, trimming or splitting.
What is the difference between this and a normal audio converter?
Both can output MP3, but this tool focuses on sharing-size caps and combines lower bitrate, resampling and mono mixdown. Its export receipt measures the generated file's actual bytes and marks the selected target PASS or MISSED; the pre-export estimate can still miss because headers, encoder behavior and the minimum 64 kbps setting matter.
Will compressing audio reduce the sound quality?
